When the payment means announce a direct debit, the buyer must be able to link the collection to a signed mandate. The mandate reference (BT-89) is therefore mandatory. This is a Peppol BIS Billing 3.0 rule. It applies on top of the EN 16931 core standard, on invoices exchanged over the Peppol network.
