Every Peppol document must declare the business process it belongs to (BT-23). Without it, the receiving access point cannot decide how the document has to be handled. This is a Peppol BIS Billing 3.0 rule. It applies on top of the EN 16931 core standard, on invoices exchanged over the Peppol network.
