A percentage stated on an allowance or a charge (BT-94 or BT-101) is meaningless without the amount it applies to. The base amount (BT-93 or BT-100) must therefore be present as well. This is a Peppol BIS Billing 3.0 rule. It applies on top of the EN 16931 core standard, on invoices exchanged over the Peppol network.
What this rule checks
A percentage stated on an allowance or a charge (BT-94 or BT-101) is meaningless without the amount it applies to. The base amount (BT-93 or BT-100) must therefore be present as well.
How to fix it
Add cbc:BaseAmount to the cac:AllowanceCharge, or remove cbc:MultiplierFactorNumeric and keep only the flat amount.
