When the NAV raises it
Indicates if a given tax rate (one of the occurrences of the complete set of VatRateType values) appears in the invoice summary with a value other than 0, but there is no item line under the given tax rate (the same occurrence of the VatRateType value set). In the case of vatExemption and vatOutOfScope, item-level validation only occurs up to the vatExemption and vatOutOfScope nodes. In the case of MODIFY, it only runs if the lineAmountsNormal or lineAmountsSimplified node exists.
