EAS is the electronic address scheme code of EN 16931 (BT-34-1 for the seller, BT-49-1 for the buyer): it says what KIND of address the invoice routes to — 0088 a GS1 GLN, 9925 a Belgian VAT number, 0192 a Norwegian organisation number, 0199 a LEI. Rule BR-CL-25 restricts it to this list.

When it is used

This is the code that actually delivers the invoice. On Peppol, the endpoint identifier plus its EAS scheme is the postal address of the recipient: get the scheme wrong and a perfectly valid invoice is routed to nobody. Note it is NOT the same list as ISO 6523 ICD — the 99xx range exists only here.
