The United Kingdom is no longer a country without a mandate. The Budget of 26 November 2025 decided an e-invoicing mandate covering all VAT invoices, B2B and B2G, from 2029; the roadmap, the legislation and the standards are due at Budget 2026. Today, public bodies must accept BS EN 16931 invoices under the Procurement Act 2023, and NHS England already imposes GS1 and Peppol on its Acute Trusts.
