Romania - e-invoicing mandate

B2B mandatory since 1 Jul 2024

Romania made B2B e-invoicing mandatory on 1 July 2024, after an e-reporting phase that started in January 2024; B2C followed on 1 January 2025. Invoices are issued as XML in the RO_CIUS specification (UBL 2.1 or CII, EN 16931-compliant) and cleared through the national RO e-Factura platform via the ANAF SPV. Since 1 January 2026 invoices must be transmitted within 5 working days of issue.
