Buyer's right to demand an e-invoice since 1 July 2025

Estonia did not introduce a general issuance mandate. Since 1 July 2025, any accounting entity registered as an e-invoice recipient in the business register may demand a structured electronic invoice, and — absent any other agreement — the seller must then issue one. That is a buyer's right, not a blanket obligation. B2G e-invoicing has been mandatory since 2019, and invoices follow the EVS 923 national specification.
